PURPOSE: Implement the Port’s new Diversity in Contracting Women/Minority Business Enterprise (WMBE) policy and programs across all Port divisions. ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following: Women Minority Business Enterprise (WMBE) Program
• Develop procedures for program implementation and administration for WMBE utilization.
• Draft and edit internal and external program policies.
• Negotiate conflict management in addressing barriers, identify opportunities and network with the business communities.
• Analyze supplier database and targeted outreach strategies.
• Ensure compliance with legal regulations, Commission directives and Port policies and procedures.
• Develop and recommend to department director, strategies to increase small business and WMBE participation within all areas of Port of Seattle contracting and procurement to meet Commission and Executive established goals.
• Manage program execution and tracking of process and procedures including development of standard operating procedures that articulate standard methodologies for Port wide implementation.
• Review, draft and develop documents, Port templates, policies and procedures, guidelines, checklists and training materials.
• Provides recommendations on policy and work closely with public organizations and community stakeholders with regard to development of new regulations and best practice guidance.
• Work with Central Procurement and others to improve contract language and procurement processes to reduce barriers for MWBE businesses to compete and meet Port WMBE aspirational goals.
• Coordinate with the Port’s Contracts Department (CPO) on future procurement opportunities to enhance small and MWBE business engagement.
• Develop and recommend supplier diversity strategies consistent with federal and state laws and Port policies.
• Work with CPO, ICT and others to build and maintain diverse supplier database.
• Participate in development and maintenance of the Port’s supplier database and communications tools.
Community Outreach
• Work with public partners to include communications with external business and community partners as well as internal audiences across the Port.
• Develop and oversee execution of targeted outreach on contract specific opportunities
• Establish and maintain alignment with Port external community organizations, government agencies and inter-agency stakeholders toward common goals.
Manager Support
• Hire, mentor, train, develop and manage WMBE staff as the team grows.
• Supervise, coordinate and support WMBE liaisons and department representatives.
• Lead and manage outreach activities and objectives.
• Manage and oversee staff responsible for implementing WMBE utilization across divisions.
• Provide education, training and assistance to support divisions and departments in establishing goals and creating Annual WMBE Plans.
• Provide leadership in the development of curriculum training for internal and external parties involved in establishing and achieving small business and WMBE utilization goals.
• Oversee coordination of training, technical assistance, education and events conducted by the Port.
• Manage and train staff to provide high quality training and outreach and other activities necessary to ensure high quality performance.
• Provide recommendations and changes to current strategies, policies and procedures that limit the achievement of the Port’s utilization goals.
• Support Port-wide education for supplier diversity and utilization.
WMBE Statistical Tracking
• Develop data driven process improvements, integrating key metrics and measures, and sustaining change.
• Ensure timely and accurate reporting of WMBE utilization and distribution of data that supports performance, accountability and transparency.
KNOWLEDGE, SKILLS & ABILITIES: Knowledge and understanding of government contracting and procurement processes. Knowledge to develop and manage a large, diverse supplier base. Understand legal and procedural constraints of public sector contracting. The knowledge to recommend new strategic goals and make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risk. Knowledge and experience working with women/minority business enterprise to provide technical assistance to small business and understanding the issues and challenges small business owners face. Knowledge to develop, recommend and implement strategic change, both within and outside the organization. Highly effective written and verbal communication skills, presentation and advocacy skills, including ability to write clearly in a business setting, prepare reports and speak in public; ability to communicate formally and informally with Port employees, senior executives, managers, external stakeholders, the business community, elected officials, and local, state and federal agencies. Highly effective problem solving, research, analytical and data analysis skills, ability to gather, analyze and synthesize complex data to inform program strategy, negotiations and process improvement. The ability to lead people towards clearly understanding and meeting organizational vision, mission and goals. Ability to manage people, financial and information resources responsibly and strategically. The ability to build internal and external coalitions including outside government agencies, private sector,
non-profit and community organizations. Ability to lead diverse teams comprised of executive staff, upper management, technical, professional and administrative staff, all with different interests and agendas. Ability to lead, mentor and train employees and facilitate relationships within the organization. QUALIFICATIONS: Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:
• Bachelor’s Degree in Business, Public Administration, Management, or a related field; and
• Five (5)-Seven (7) years experience providing assistance, counseling and advocacy to small businesses. Experience developing, managing and implementing new strategies. Experience managing and developing employees. Well versed in writing and presenting comprehensive reports to a wide variety of audiences.

• Master’s Degree in Business, Public Administration or a related field
• Ten (10) years experience working in public agencies or non-profit organizations. Success implementing and monitoring small business development programs.
