General Engineer – GS-0801-12
Duties Include:

  • Knowledge of a wide range of civil, electrical, and mechanical engineering theories, concepts, principles, standards and methods sufficient to: determine and/or execute actions for a wide range of assignments involving combinations of complex features
  • Performs design and analysis of designs, drawings, proposals, scopes of work, specifications, and cost estimates for projects and design changes during construction
  • Provides layout and scheduling of operations to include inspection, quality control, and assurance activities for materials, methods, and equipment used in construction
  • Supports construction projects through participating in the development of electrical designs and prepares construction drawings and specifications for electrical systems and equipment
  • Act as principle contributor on team-based projects or coordinate a team project and provide technical oversight and direction; and prepare, present, and evaluate plans, designs, reports, and correspondence

Requirements:

  • Professional knowledge of, and skill in applying, a wide range of civil, electrical, and mechanical engineering theories, concepts, principles, standards, and methods
  • General knowledge of purchasing and contracting procedures including statements of work and their preparation
  • Knowledge of Federal Acquisition Regulations, Federal Property Management Regulation and other regulations
  • Knowledge of DHS and FEMA budgeting procedures and applications
  • Ability to coordinate all tasks with supervisory contractor personnel to assure their completion in a satisfactory and expeditious manner with minimal interference to other occupants in the buildings

General Engineer – GS-0801-13
Duties Include:

  • Responsible for administration of FEMA engineering management policy
  • Attends special meetings, conferences, and will serve as Project Manager on several design and construction projects
  • Performs design and analysis of designs, drawings, proposals, scopes of work, specifications, and cost estimates for projects and design changes during construction
  • Provides guidance and control over the planning, designing, constructing, evaluating, inspecting, maintaining, and operating of structures and infrastructures
  • Oversees engineering activities responsive to the general welfare requirements of HQ FEMA and other GFEMA sites including safety and health, fire and disaster, welfare services, honors and VIP assistance, coordination with GSA and local authorities, and other required facility engineering support
  • Responsible for planning, programming, budgeting, and coordinating all operation, maintenance, and repairs to building engineering support systems
  • Provides professional facility engineering guidance in formulation and review of construction and minor construction projects

Requirements:

  • Mastery of theoretical and practical aspects of multi-discipline facility engineering management, procurement, and logistics
  • Mastery of the engineering support systems to include electrical distribution, heating, ventilation, air conditioning, air distribution, plumbing, carpentry, painting and waste disposal
  • General knowledge of purchasing and contracting procedures including statements of work and their preparation
  • Knowledge of Federal Acquisition Regulations, Federal Property Management Regulation and other regulations
  • Knowledge of GSA, DHS, and FEMA supply regulations and guidelines to include procurement and local purchase procedures and rules. Knowledge of facilities and equipment, buildings and grounds, and supply and engineering support services
  • Ability to coordinate all tasks with supervisory contractor personnel to assure their completion in a satisfactory and expeditious manner with minimal interference to other occupants in the buildings

Supervisory Program Manager (Environmental, Safety & Health Division Senior Director) – GS-0340-15
 Duties Include:

  • Directs the development and promo of environmental mgmt. policies, procedures, and operations for the effective and efficient stewardship of Agency environmental impacting activities. This includes air/water quality, hazardous waste/materials management, oil spilling planning, etc.
  • Directs the development of safety standards, regulations, practices, and procedures to eliminate or control potential hazards; reduce severity and cost of accidents; or modify workplaces, processes, or other systems to control/eliminate hazards
  • Directs analysis, evaluation, and/or inspection of new and existing jobs, workplaces, processes, or other systems to determine existence, probability, identify potential, and outcome of hazards
  • Ensures training of workers, supervisors, managers, or other safety/occupational health personnel
  • Supervises, directs, and coordinates the operations of a comprehensive agency-wide national disaster safety/occupational health program for a cadre of Disaster Safety Assistance Employees (DSAE).
  • Asserts the impact of Presidential guidance, Disaster Relief Support guidance, new legislative requirements, and similar external factors, and in taking action to satisfy requirements and improve Environmental, Safety, Occupational Health and Sustainability operations to meet goals and objectives

Requirements:

  • Expert knowledge of management and leadership, organizational and program management theories, principles and techniques, and the ability to manage a diverse and complex organization
  • Knowledge of all levels of government as management policies of the Agency
  • Knowledge of major functional areas of Environmental, Safety, Health and Sustainability
  • Knowledge and skill of development, operations, legal, regulatory, and policy framework of environmental protection; environmental science; eliminating or controlling environmental hazards; safety and occupational health management; eliminating or controlling safety/occupational health hazards; and industrial hygiene
