DBE GOALS METHODOLOGY & PUBLIC CONSULTATION MEETING

The Alaska Department of Transportation & Public Facilities (DOT&PF) Civil Rights Office (CRO), in collaboration with the Alaska Marine Highway System (AMHS), invites partners, fellow Civil Rights Offices, certifiers, DBE firms, and stakeholders in the ferry, marine, transportation, and construction industries to participate in an upcoming public consultation meeting on the Disadvantaged Business Enterprise (DBE) Goal Methodology for the Tustumena Replacement Vessel (TRV) project for Federal Fiscal Years (FFY) 2026–2028.
The proposed DBE participation goals for the TRV project are 2.46% of the project budget for general vessel construction and 3.26% for subcontracts to Siemens Energy (the vessel’s Propulsion System Integrator). Final project goal values are pending FTA review and approval.
Opportunities for DBE participation in the TRV project include providing services, labor, materials, and supplies to the prime shipyard and propulsion system integrator contractors.
The vessel construction shipyard has yet to be determined, but those considered the most likely candidates are located in Florida, Louisiana, Mississippi, Oregon, Pennsylvania, and Wisconsin. States considered most relevant to possible Siemens Energy subcontracts include California, Georgia, Louisiana, North Carolina, South Carolina, and Texas.

The public consultation meeting will provide stakeholders with the opportunity to:
• Review and comment on the proposed DBE Goals and Methodology.
• Ask questions during the session with representatives from the CRO, AMHS, and Glosten.
• Network with potential prime contractors and other subcontractors.
• Ensure meaningful DBE involvement and transparent goal-setting for the TRV project.
